Apply for the call by 13 April 2023 and join the international network of innovative SMEs
The Eurostars call, an initiative promoted by the European Union through the Horizon Europe programme and aimed at supporting innovative SMEs, has announced a new opportunity for organisations interested in participating in international research and development (R&D) and innovation projects. Applications must be submitted by 13 April 2023, 14:00 CEST.
The Eurostars programme aims to provide financial support to innovative SMEs and their partners, including large companies, universities, research organisations and other types of organisations. The aim is to develop easily marketable products, processes or services. To be successful, it is crucial to define a project idea, collaborate internationally by sharing expertise and develop solutions that can be easily commercialised.
In Malta, the funding is managed by Malta Enterprise. To apply for the programme, organisations must meet seven eligibility criteria. These include leadership of the consortium by an innovative SME from a Eurostars country, composition of the consortium by independent entities from at least two Eurostars countries and allocation of at least 50 per cent of the project budget to participating SMEs.
Innovative SMEs are those with the ambition to collaborate in R&D and innovation with international partners to develop new products, processes and services for European and global markets, even without a proven track record in R&D activities. Eurostars countries include, among others, Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Singapore, Slovakia, Slovenia, South Africa, South Korea, Spain, Sweden, Switzerland, Turkey and the United Kingdom.
To submit an application, organisations must follow a simplified and quick procedure. First, they need to contact their national or regional funding body to discuss the project idea, available funding, legal and financial feasibility and eligibility.
At the same time, participants based in Malta must submit the following documentation to Malta Enterprise in order to be considered for funding, i.e. this must be done at the same time as submitting a European Partnership for Innovative SMEs / Eurostars application:
- a financial summary using the Malta Enterprise template and signed by a certified public accountant;
- a Declaration of Commitment using the Malta Enterprise template and signed by a certified public accountant (required if your company has been established for more than three years at the time of application)
- a business plan (required if your company has been established for less than three years or employs less than five FTEs at the time of application)
- the memorandum and articles of association of your company;
- a company size declaration (for the current or previous year) completed on the Malta Enterprise client portal on the company entity profile (see, user manual ).
The programme has two calls per year.

14 September by 14.00 CEST
The process starts with a joint application to be completed with international partners via the web portal European Partnership on Innovative SMEs / Eurostars.
